Luca is a consultant with a wide experience in technical and financial issues in the power & gas sector. He has provided expert advice and economic analysis on energy market issues to International Financial Institutions and other public clients, but also to private clients as energy transmission operators, electricity utilities, association of utilities and European and international businesses.

Luca has worked on issues regarding market design, regulatory frameworks, price regulation, contracts, and asset evaluation. He currently works as associate senior consultant for MRC-Consultants and Transaction Advisers.

Luca holds a University master’s degree (110/110 cum laude) in Political Science and Public Administration by the University of Catania in Catania, Italy. He later specialized himself with a postgraduate master’s in economics of Competition and Regulation of Public Utilities, faculty of Economics at the University of Rome “Tor Vergata” in Italy and with a master’s degree in Finance from the Comillas Pontifical University of Madrid (ICADE).
